PROBLEM TO BE SOLVED: To simultaneously reduce high-charged, low-charged and reverse- charged developer which are a main cause of image defection such as fogging, before an latent image formed on a carrier is developed. SOLUTION: An electrostatic charging amount control roller 10 as an electrostatic charging amount control member facing a developing roller 14 is arranged on the upstream side of the developing position where the developing roller 14 faces the photoreceptor drum 11 in the developing roller rotating direction, and a voltage that a potential polarity taking the developing roller 14 as a reference, is the same as that of the non latent image part of the photoreceptor drum 11 is applied on the roller 10. |
