PROBLEM TO BE SOLVED: To provide a mechanism for preventing toner from being scattered or a removing method for scattered toner which are required because it is difficult to provide a mechanism for recovering the scattered toner such as a duct as a developing device is miniaturized. SOLUTION: By installing an oscillator in the developing device, the scattered toner is made to drop from the developing device. By inverting transfer bias and developing bias, the scattered toner is stuck to a photoreceptor drum, and recovered by a cleaning device or the developing device.
