PROBLEM TO BE SOLVED: To solve a problem where a display picture cannot be magnified and displayed since a display picture at a receiver is fixed in present television broadcasting. SOLUTION: A video signal receiver 2 decodes a standard video encoding signal 31 and a high definition video encoding signal 32 received from a video signal transmitter 1 to obtain a standard video reproducing signal 34 and a high definition video reproducing signal 35. A magnified video generating circuit 23 extracts the signal 35 within a magnified area designated by an area control signal 41 and converts the extracted signal corresponding to the number of pixels of a standard video signal to obtain a magnified video signal 37. A video selection circuit 25 selects and outputs a standard output video signal 36 or the signal 37 in accordance with a control input 40 inputted from an input device 26. Since the signal 37 is generated based on the signal 35, deterioration of picture at the time of magnifying and displaying is suppressed by using the device 2.
