PROBLEM TO BE SOLVED: To improve response and reliability of communication by accurately detecting a channel that has a high probability of being unable to be used due to the effect of other communication systems or noise and not using the channel. SOLUTION: Number of times of detection of a carrier independently of communication in a system by each channel of an operating channel group is counted and when the count exceeds a prescribed value N, it is commanded to all wireless stations that this channel is replaced with other channel not belonging to the operating channel group to decide a new operating channel group and to revise it.
