PROBLEM TO BE SOLVED: To provide a picture quality adjustment device which more properly adjust the picture quality of an inputted picture signal to make a noise inconspicuous on a reproduced picture even in the case of a picture source having a low picture quality. SOLUTION: A specific frequency component of an input picture signal SIN is extracted with a band-pass filter 2, and a rectifier and detector circuit 4 samples a part of a prescribed horizontal synchronizing period in a vertical blanking period to perform rectification and detection and outputs a noise level signal SNLVL indicating the noise level. A control part 5 changes the frequency characteristic and the noise suppression characteristic of a video signal processing circuit 1 in accordance with the noise level signal SNLVL so that the noise of an output signal SOUT may be made inconspicuous.
