PROBLEM TO BE SOLVED: To provide a recording and reproducing device having excellent operability that whether or not correct characters are inputted can be easily confirmed without constituting any large-scaled structure at the time of the imputing operation of additional information. SOLUTION: This is a recording and reproducing device 1 for recording and reproducing information units in which information including acoustic information is constituted as arbitrary time units and additional information being information to be added to the information units which is not composed of any arbitrary time units in a recording medium 2. This recording and reproducing device 1 is provided with a storing means 13 for storing the additional information, a display means 14 for displaying the additional information, an imputing means 17a for inputting characters or symbols to the storage means, an additional information recording and reproducing means 3 for reproducing the additional information from the recording medium 2 to the storage means 13, and recording the additional information from the storage means 13 to the recording medium 2, and a voice synthesizing means 16 for outputting the phonogram designation of the characters or symbols inputted by an inputting means 17a as a voice.
