PROBLEM TO BE SOLVED: To provide a developing roller capable of suppressing the occurrence of a ghost image and to provide a method of manufacturing the developing roller. SOLUTION: An electroless nickel-plated layer 31 is formed on the outer peripheral surface of a sleeve 30 of aluminum alloy material, and an electrolytic nickel-plated layer 32 is formed on the layer 31, then, a non magnetic sleeve 2 is obtained. A permanent magnet member 3 is arranged inside the non magnetic sleeve 2, and the permanent magnet member 3 is freely rotatably supported by flanges 5 at both end parts of the non magnetic sleeve 2. As for the electrolytic nickel-plated layer 32, the phosphorus content is reduced, so that the electrical resistance is satisfactorily reduced. |
