PROBLEM TO BE SOLVED: To safely and efficiently update new cipher algorithm which is made open through a network. SOLUTION: A cipher communication terminal 1 which transmits or receives information through cipher communication is equipped with a communication means 7 which is cipher algorithm used for cipher communication and receives information given a digital signature, a signature verifying means 6 which verifies the digital signature as to the cipher algorithm received by the communication means, and a cipher algorithm storage part 4 which stores the cipher algorithm received by the communication means.
