PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor, in which a composite conductive high polymer layer having superior mechanical strength is formed in a uniform desired thickness on the surface of a capacitor element, and which has satisfactory characteristics and can be manufactured with high productivity, and a method for manufacturing the capacitor. SOLUTION: A solid electrolytic capacitor is constituted by forming a composite conductive high polymer layer 2 taking-in the fibers, and a paper-making binding material adhering to the surface of a capacitor element 1. A conductive high polymer layer is formed by causing chemical oxidative polymerization through successive dippings of the element 1 in a monomer solution, and the solution of an oxidizing agent by repeating dipping-and drying steps in which the element 1 is dipped in a solution containing the fibers and paper making biding agent 3 in a suspended state and dried by a desired number of times.
