PROBLEM TO BE SOLVED: To provide a heat exchanger which is improved in performance by enhancing its boundary layer leading edge effect. SOLUTION: A board 10 is provided on a heat exchange objective part in such a manner where the heat exchange objective part absorbs or releases heat, thin plate-like fins 12 where a flow of air passes through a space 13 between the fins 12 are provided to the board 10 upright, and parts 14 which are cut out and lifted up and provided with openings arranged in front and rear confronting the direction of an air flow are provided to the fin 12. A leading edge distance is elongated through the cut/lift part 14, and an air flow passing between the fins 12 hits the leading edges of the cut/lift parts to get turbulent, by which a heat exchanger of this constitution can be improved in heat, dissipating properties, more enhanced in boundary layer leading edge effect, and improved in heat exchange performance.
