PROBLEM TO BE SOLVED: To enhance operability even for a person having a large hand by locking a lateral wheel with a locking member thereby locking ignition, and inserting an operation for unlocking the locking member into a series of operations for generating spark by turning a file wheel through operation of the lateral wheel and ejecting fuel gas by depressing an operating lever. SOLUTION: A post 25 on the outside of a lateral wheel 62 is provided with a lock member 71 movable between a lock position and an unlock position while being urged toward the lock position by means of a resilient member 9. When the lock member 71 is at the lock position, the locking part 71a engages the engaging part 62c of the lateral wheel 62 to disable rotation of a file wheel 61 thus locking ignition. On the other hand, an upper operating section 71c projects outward from the outer circumference of the lateral wheel 62 and, at the time of igniting operation of the lateral wheel 62, the operating section 71c is pressed to shift the lock member 71 to the unlock position. Consequently, the locking part 71a and the engaging part 62c are disengaged thus unlocking the file wheel 61.
