PROBLEM TO BE SOLVED: To stop the pan operation or the tilt operation of a camera by detecting the window frame of a photographing window from the video signal of a subject picked up by the camera whether photographing is performed in the daytime or at night. SOLUTION: This camera apparatus is equipped with a pan mechanism part 11 or a tilt mechanism part 12 performing the pan operation or the tilt operation of the camera 10, and equipped with an A/D converter 13, a synchronizing signal separation circuit 14 and a CPU 15 as a detection and control means for controlling the pan operation or the tilt operation by the mechanism part 11 or the mechanism part 12 by detecting the window frame 21 of the photographing window 20 from the video signal when the subject is photographed by the camera including the window frame 21 of the photographing window 20 within the window frame 21 and the video signal is generated to output a picture on a monitor 30.
