PROBLEM TO BE SOLVED: To improve the picture quality of encoded images by improving the predicting ability in moving picture, which makes inter-frame prediction. SOLUTION: The moving picture encoding device which predicts interframe motion compensation in which intraframe coding, interframe forward predictive coding, and interframe bidirectional predictive coding are applied to each frame coding codes of moving picture by adaptively changing a predicting frame interval by deciding the predicting frame interval of a frame which makes forward prediction based on the predicting ability of interframe prediction. |
