PROBLEM TO BE SOLVED: To adequately extract a segment having an arbitrary width such as a character or a ruled line, even if a multilevel image being nonuniform in background. SOLUTION: An image processor by which the segment is extracted from image data is provided with an image input part 101 for inputting an original image to generate image data, a plural-resolution image data generating part 103 for generating the image data with a plural resolutions from the image data which is generated in the image input part 101, a binarizing part 104 for binarizing the image data with the plurality of resolutions, which is generated in the part 103, and an image-compositing part 105 for compositing the image data with the plurality of resolutions, which is binarized in the part 104.
