PROBLEM TO BE SOLVED: To provide a heat conductive pipe which can be supported surely even if the fins provided on the heat conductive pipe are removed even in case that the temperature of exhaust gas in combustion is high, and an exhaust heat recovery boiler. SOLUTION: A fluidized filler is filled and solidified among the fins 32 of a heat conductive pipe 30, thus a solid support 33 is formed to reinforce the fins 32. In this case, making the outside diameter of the support 33 larger than the outside diameter of the fin 32 projected in vertical direction will facilitate the formation work of the support 33. As the filling material, for example, an alumina filler, which can enough withstand 610-630 deg.C being the temperature of exhaust gas in combustion, in respect of the temperature of heat resistance, and is large in compressive strength, is used.
