PROBLEM TO BE SOLVED: To uninterruptibly switch earth stations even when a signal propagation time between a satellite and the earth station is changed in multi-access switching. SOLUTION: A starting earth station measures a time until a propagation time measurement signal sent from itself is reflected from a satellite and transmits switching information consisting of a broadcast stop time obtained by adding a preset prescribed time from a superimposing time of a propagation time onto a broadcast wave until stopping of broadcast and of the measured time and of the superimposing time to a next transmission earth station and stops broadcasting from the earth station after a lapse of a prescribed time. The next transmission earth station subtracts the superimposing time from the reception time of the switching information to calculate a 2nd signal propagation time and starts broadcasting after a lapse of the time obtained by subtracting a time doubling the 2nd signal propagation time from the broadcast stop time at the reception of the switching information.
