METHOD AND DEVICE FOR ENCODING MOVING PICTURE

PROBLEM TO BE SOLVED: To encode and edit moving picture in such a way that an edited code does not cause the image buffer of an image buffer verifier to make underflow even when arbitrary editing is performed by GOPs when the moving picture is encoded. SOLUTION: A moving picture encoding section 1001 which inputs moving picture from an image inputting section 1000, a GOP structure from a GOP structure inputting section 1004 when the GOP structure is inputted from the outside or a predetermined GOP structure from the section 1004 when no GOP structure is inputted from the outside, and the residual amount of the image buffer of an image buffer verifier 1002 makes encoding and edition so that the image buffer of the verifier 1002 may not cause underflow by controlling the residual amount of the picture buffer.
