PROBLEM TO BE SOLVED: To prevent a noise pattern in a horizontal direction and a vertical direction in the case of executing halftone screening for a picture output device where resolutions of a main scanning direction and a sub-scanning direction are different from each other. SOLUTION: A rectangular halftone dither tiles 1 having the same aspect ratio as the resolution ratio of the main scanning direction and the sub-scanning direction of a picture output device are prepared, and plural irregular hexagonal cells 2 prepared on a square lattice are arranged within the tiles 1. The cells 2 are deformed in a vertical direction and a horizontal direction in accordance with the aspect ratio of the tiles 1.
