PROBLEM TO BE SOLVED: To provide a precise vertical syncitonizing signal from a composite synchronizing signalto which the vertical synchronizing signal and a horizontal synchronizing signal are composed. SOLUTION: The edge of a composite sinchronizing signal (Fig. 7 (A)) is detected and a count value (Fig. 7 (C)) is increased while resetting is executed at the detection timing (Fig. 7 (B)) of the edge. When a count value is overflowed, the composite synchronizing signal is latched at overflowed timing (Fig. 7 (D)) and the latched value (drawing 7 (E)) is outputted as a vertical synchronizing signal.
