PROBLEM TO BE SOLVED: To provide a mobile communication system that can be used for an information distribution service. SOLUTION: The mobile communication system where a base station distributes information to a mobile set in zones, is provided with a management means that manages a wireless channel used for information distribution and a mobile set that receives the distributed information. When a contained state of the mobile set receiving distributed information is changed. The management means decides whether or not the contained state of the mobile set receiving the distributed information in a zone or an adjacent zone is revised, decides whether or not the mobile set contained in the zone the contained state of the mobile set of which is decided to be revised is to be changed to another zone and selects a wireless channel for the distribution of information from a base station in a zone after the revision for the mobile set that is decided to be contained to the other zone.
