PROBLEM TO BE SOLVED: To realize a stable and high-speed tape take-up mechanism of a magnetic recording and reproducing device. SOLUTION: Friction brake is imparted to a supply reel turntable 57 and a take-up reel turntable 54 and the friction brake is imparted to a capstan motor 40 as well when switching a mechanical operation mode to stop a magnetic tape 12 from high-speed transfer. As a result, the deceleration time is shortened and the tape transfer of a high speed is made possible.
