PROBLEM TO BE SOLVED: To reduce waiting time in transmission of control data and to reduce the transmission start delay of stream data. SOLUTION: A relation storage part 105 stores a prescribed table, in which respective control data are related while being grouped for each kind (for each message unit). A control data synchronizing part 104 successively stores the inputted control data into a control data storage part 106. In this case, referring to the table stored in the relation storage part 105, the control data synchronizing part 104 stores plural pieces of control data while relating them for each group. With such operation, plural pieces of control data are multiplexed for each group and handled as one piece of data for the unit of group. Then, a control data processing part 107 generates multiplex control data multiplexed for each group as one packet and transmits it to a communicating party.
