PROBLEM TO BE SOLVED: To provide a zone shift system by which a zone shift is attained at high-speed, a processing load of a base station can be relieved and the throughput of packet communication of a mobile station is not deteriorated. SOLUTION: Information of a packet communication physical channel of a zone shifted by using an idle time of packet communication is acquired and stored in advance, and when a zone shift decision condition is established, the zone is directly switched to a packet communication physical channel of a shift destination zone on the basis of the stored information of the packet communication physical channel.
