Numbers-of-turn-ons/offs counting sections (23a, 23b) count the numbers of turn-ons/offs of HIDs (7, 8) respectively. When one of the numbers exceeds a predetermined number, the corresponding one of ignition inhibition sections (24a, 24b) inhibits the ignition of the corresponding HID.
