Worn-out vehicle tires are cut down to remove the walls and leaving the tread section as a loop which is then flattened and cut into looped strips. The looped strips are then recombined as a basket-weave square panel. The panel edges have edges with narrow loops which are positioned against those of a matching identical panel, and which are joined to each other by a chain (34) or rod (34) passing through alternate loops.
