PROBLEM TO BE SOLVED: To dissolve an operational problem that shielding by structures of the aerospace vehicles, a solar battery paddle or the like restricts an approachable time of the aerospace vehicles when using a broad position measuring satellite in relative approach of aerospace vehicles. SOLUTION: This orbit decision device measures a radio signal from the following aerospace vehicle flying in the same orbital plane as the reference aerospace vehicle at two points on the reference aerospace vehicle, measures a relative distance and a relative velocity from the radio signal, and calculates a relative position vector and a relative velocity vector from the measured relative distance and relative velocity.
