PROBLEM TO BE SOLVED: To inexpensively construct base isolation structure for a general dwelling house and the like in an earthquake, suppress sideward flow of a soil to prevent excessive deformation generated in a building when liquefaction is generated although a soil cement wall does not reach always to a non- liquefaction stratum, and conduct execution at a low cost. SOLUTION: A reinforcement corrosion-prevented by cement paste, mortar or the like or an aramid fiber rod is embedded inside the soil cement wall in a condition as it is, it is used in parallel as a vertical reinforcement for a reinforcement such as a continuous footing and a mat foundation, or it is lap-jointed to the reinforcement, and the soil cement wall and the continuous footing are sandwiched by layered rubber, so as to provide integrated structure in this construction method of the present invention.
