PROBLEM TO BE SOLVED: To provide a burn judging device capable of precisely judging a burn according to an exposed condition. SOLUTION: A thermocouple 14 being a temperature detector is fixedly arranged on a surface of the substitute skin 12 composed of a skin substitute material having a thermal characteristic imitating a thermal characteristic of the human body skin to detect a surface temperature of the substitute skin 12, and a degree of burns is arithmetically operated by a computer 16 on the basis of the detected surface temperature to judge a burn.
