PROBLEM TO BE SOLVED: To plan a tire in consideration of an actual state through a fluid such as drainage properties, snow capacity, noise rating or the like. SOLUTION: A tire model such as a shape or a structure and a fluid model are formed to input a road surface state (100-106) and a boundary condition at a time of the rolling or non-rolling of a tire is set (108) and the deformation calculation of the tire model and fluid calculation are performed (110-114) and the boundary surface of the tire model and the fluid model is recognized to update the boundary condition (118, 120). The calculated results are set as estimate results to employ the principal moving channel of a fluid, that is, a flow line (122) and grooves are formed in the direction along the calculated flow line to form a patterned tire model (124, 126) and a planning proposal of good capacity is employed (128-132).
