PROBLEM TO BE SOLVED: To prevent a liquid from dropping down on the hand holding a drain bolt and a side surface of the head of the drain bolt by cutting off a liquid discharged from a liquid discharge hole when the drain bolt mounted to the internal thread of the liquid discharge hole of a liquid storage vessel is removed. SOLUTION: A deck 11 includes a circle having a diameter equal to the diameter of the root of the thread of the axis of a drain bolt B. One of two lines having such a size as to be included in the projection of the bolt B on a plane normal to the axial line of the axis of the bolt B, the other line which has such a size as to encircle the projection and which does not encircle one of the two lines and is connected to the ends of the lines, and a hole 104 which does not include the boundary between the two lines are provided. In a plate 12, a hole line other than the line 104 is used, while a hole 204 similar to the hole 104 is provided.
