PROBLEM TO BE SOLVED: To dispense with ejecting formed dry sludge outside without using fuel, such as fuel oil, with a sludge treating system using an oil temperature pressure reduction type drying machine 6. SOLUTION: A mixture prepared to a slurry form by mixing sludge and oil is supplied to the oil temperature pressure reduction type drying machine 6 disposed with a jacket 12 at its circumference and while the pressure in this drying machine 6 is reduced by a pressure reducing means 6, the steam generated by a boiler 10 for heating is supplied to this jacket 12, by which the moisture in the sludge-oil mixture is evaporated and the mixture is dried. Oil-containing fuel is obtained by deoiling this dried mixture. The oil-containing fuel is supplied to the boiler 10 and is used as the fuel. If the oil-containing fuel formed by this sludge treating system is completely burned, the quantity of heat nearly equal to the quantity of heat necessary for subjecting the excess sludge to the oil temperature pressure reduction drying treatment by using the fuel oil.
