PROBLEM TO BE SOLVED: To facilitate maintenance and installation work, to preclude an environmental view from being worsened, and to reduce a cost. SOLUTION: An opening and closing system for a water channel 80 by a pump gate 10 is formed into a semi-lift system. A hinge mechanism 21 for supporting the pump gate 10 turnably and a rotation-driving means 27 for turning the gate 10, for example, are provided as a semi-lift opening and closing mechanism for semi-lifting the pump gate 10. The driving means 27 rotation- drives the pump gate 10 via a reduction gear 25.
