PROBLEM TO BE SOLVED: To produce steel applied with corrosion prevention by protective rust and excellent in weather resistance. SOLUTION: This steel excellent in weather resistance, has an adhesive rust layer on the surface thereof, the volume distribution of rust particles composing the adhesive rust layer measured by Moessbauer spectroscopy is controlled to the region of extra-fine particles: 10 to 30 volume %. Preferably, in the volume distibution of the rust particles, moreover, the region of fine particles: 37 to 43 volume %, the region of intermediate particles: 13 to 17 volume %, and the region of coarse grains: 20 to 30 volume % are controlled.
