PROBLEM TO BE SOLVED: To provide a waste liquid regenerating treatment apparatus capable of fractionally separating only ink pigment in short time with high efficiency in washing the rollers of a printing press. SOLUTION: Two insulating rollers 3, 4 are provided in the container of a waste liquid regenerating treatment apparatus 1 and an annular conductive belt 5 is trained over the rollers 3, 4. An ground plate 6 is arranged to a predetermined interval with respect to the outer peripheral surface of the belt and connected to the positive terminal of a high voltage power supply 7. The intermediate part and lower part of the conductive belt 5 in the up and down direction thereof are immersed in the waste liquid 8 in the container 2 and the upper part of the belt is protruded from the waste liquid 8. A blade 9 is arranged to the outer peripheral surface of the conductive belt 5 at a position higher than the liquid surface of the waste liquid 8 and the leading end of the blade 9 is brought into contact with the outer peripheral surface of the conductive belt 5 under pressure and an ink pigment recovery container 10 is arranged on the other end side of the blade 9.
