PROBLEM TO BE SOLVED: To efficiently remove surface oxide scales of a hot worked steel and a heat treated steel such as a hot rolled steel plate without any pickling like a conventional method, or considerably reducing the load in the pickling. SOLUTION: The steel having oxide scales of >=5μm in thickness is cooled by passing its Ar3 transformation point at the cooling speed of >=10 deg.C/sec. The steel having the oxide scale of >=1μm in thickness is cooled by passing its Ar3 transformation point at the cooling speed of >=10 deg.C/sec. while descaling the steel with the high-pressure water and/or bending the steel at the radius of curvature of <=500 mm. Since scales can be removed during the cooling in hot working facilities or heat treatment facilities, a conventional pickling facility can be dispensed with, or considerably simplified if necessary, and its load is also considerably reduced.
