PROBLEM TO BE SOLVED: To provide a pedal crank device for a bicycle having a low-cost and a simple structure without requiring auxiliary power such as an electric motor, and capable of providing large torque when pressing down a pedal without degrading performance of a conventional bicycle. SOLUTION: In this pedal crank device, when torque in a traveling direction is not applied to the pedal 12, a second crank member 11 is turned to the energizing member 13 side by a tension spring 20 through a spring catching member 18 and is abutted on the peripheral side end face of a cylinder part 13B of the energizing member 13. When the torque in the traveling direction is applied to the pedal 12 and the pedal 12 is turned to an arrow T1 direction, the spring catching member 18 fixed to the second crank member 11 slides inside the cylinder part 13B against tensile force of the tension spring 20 and is drawn out to the outside, so that the second crank member 11 is turned around a slide bearing 17 to an application direction of the turn force until the second crank member 11 abuts on a turn restriction part 14C of a first turn restriction member 14.
