PROBLEM TO BE SOLVED: To provide a switch-and-lock movement apparatus not interfering with multiple tie tamping work and reducing in size and weight. SOLUTION: This switch-and-lock device is composed of a cabinet having a shape of one crosstie as a whole and provided on a lower surface side of a base rail and tong rail; a driving portion using a motor as a driving power source and made into a unit to be provided in the cabinet; and a switching portion driven by the driving portion, switching and latching the tong rail, and made into a unit to be provided in the cabinet.
