PROBLEM TO BE SOLVED: To provide a method and an apparatus capable of continuously using a sufficient laser output each time for boring and cutting of a winding material tape 13, consequently utilizing this laser 49 best. SOLUTION: The method and the apparatus for processing a winding material of cigarette are disclosed. The winding material is moved so as to continuously pass through one being zone 41 and one cutting zone 42. One laser 49 irradiates the winding material with one laser beam. The laser beam has one unpulsed continuous part and one pulsed beam part at each regular movement of a machine. The continuous part is used in the cutting zone 42 for cutting out plural coating papers 47 from the winding material tape 13. Plural bored holes 44 are formed in the winding material 13 by the pulsed beam part.
