PROBLEM TO BE SOLVED: To provide a tool that can simply and promptly scavenge the excrement of the dog or the like on the stroll and can collect solid things or dirty things in the park or on the street for improving the public sanitation. SOLUTION: A ring of 120 cm2-400 cm2 is mounted to the top edge of the handle lever of a 40-80 cm length in the same horizontal direction as that of the handle lever. The ring body is equipped with the cover and the dropping collection bag where cover can close and open the bag by operation of the lever on the hand side and the bag is made detachable from the ring.
