PROBLEM TO BE SOLVED: To eliminate a need of large cost for eliminating a detection error of a press-in amount caused by a deformation of a press cylinder frame and a manufacturing error of an axle length and the like, and difficulty of control ling a press-in amount depending on a vehicle type. SOLUTION: A frame 15 supporting a side surface of a wheel W in an opposite of press-in side of an axle S is provided, a piston 17 pushing the frame 15 toward the press-in side is provided at a fixed position in the opposite of press-in side from an end of the frame 15, a sensor P detecting a travel K of movement of the piston 17 at the end Sa of the axle to be pressed in the wheel W is provided to directly detect a press-in amount L of the axle S. The press-in amount L of the wheel L, thereby, is accurately detected.
