PURPOSE: Provided is a photodegradable surfactant which is a complex of one selected from alcohol, carboxylate compound or sulfate compound, and titanium dioxide particle. Also, a method for preparing a photodegradable surfactant and its use are provided. CONSTITUTION: The photodegradable surfactant complex comprises titanium dioxide particles and negative charge-containing compound having an alkyl group in the molecule. The method for preparing the photodegradable surfactant comprises steps of: (i) preparing a compound selected from the group consisting of C4-10 alcohol, carboxylate compound having a C8-20 alkyl group, phosphate compound having a C8-20 alkyl group and sulfate compound having a C8-20 alkyl group; (ii) preparing titanium dioxide particles; (iii) treating the titanium dioxide particles with halogenated hydroacid; and (iv) mixing the compound of the step (i) with the titanium dioxide particles of the step (iii) and refluxing the mixture with stirring. The prepared surfactant is used to eliminate spilled oil by contacting the surfactant therewith.
