PURPOSE: A property insertion device and method for controlling a motion picture are provided to control a motion picture by inserting property control code in the motion picture. CONSTITUTION: If a property insertion program is driven, it is searched whether a property control code file is present(41). In the negative, an error message indicating that the program can not be executed is sent(44), whereas in the affirmative, the property control code file is read in a memory(42) and it is determined whether a context error is present in the read property control code file. If the context error is present, an error message indicating that the program can not be executed is sent(44), whereas if the context error is not present, it is searched whether a real video file is present for the property control code to be inserted thereinto(45). If the real video is not present, an error message indicating that the program can not be executed(44), whereas if the real video file is present, the property control code is converted(encoded) into a form which a computer can read(46). The real video file into which the property control code is to be inserted is loaded(47). The property value converted into an insertion form is inserted into a pertinent position designated on the property control code file(48). The real video file into which the property is completely inserted is generated and stored(49).
