PURPOSE: A zerotree coding apparatus is provided to be capable of making a lower power by using an inner memory according to a zerotree map so as to reduce usage amount of an external memory. CONSTITUTION: A threshold value comparing part(510) compares a wavelet coefficient with a predetermined threshold value to generate three category information from a level of a son correspondence relationship to a level of a parent correspondence relationship. A zerotree map(520) stores the category information generated from the threshold value comparing part(510) and refers to the stored category information in order to generate information. A zerotree generating part(530) generates a zerotree with reference to the zerotree map(520). Coefficients corresponding to the third category at an uppermost level form a zerotree.
