PURPOSE: An on-line payment apparatus and a method using a smart card are provided to prevent a message exchanged from being forged or modulated by encoding information by a smart card which stores a predetermined password, by receiving the information transmitted or decoded. CONSTITUTION: A transmitter and a receiver possess jointly a smart card including an identical password and a smart card reader unit in which the password is read(20). If the transmitter is ready to transmit information to the receiver, the password stored in the smart card is read in the smart card reader unit(21). The information to be transmitted to the receiver is encoded in a control unit according to the password read in the smart card reader unit(22). The information is transmitted to the receiver through a communication unit and a network(23). If the receiver receives the information, a password stored in a smart card reader unit respectively shared with the transmitter is read in the smart card reader unit(24). The control unit deciphers the information received according to the password read in the reader unit, and decodes the information(25).
