CONSTITUTION: A transceiving part(420) includes an SMS reception part(430) and an URL connection part(470). The SMS reception part(430) receives a short message. At this time, a user receiving the short message is subscribed to a service provider(100) previously. The URL connection part(470) transmits an URL connection demand by the control of a controlling part(435). At this time, the short message includes service discrimination factor information, site information, an application protocol and an URL. A storing part(480) includes an IP channel connection program(490) connecting a communication channel corresponding to the application protocol. The controlling part(435) includes a data field separating part(440), a service discrimination factor deciding part(450) and an application protocol deciding part(460). The data field separating part(440) separates the short message by the execution of a short message program. The service discrimination factor deciding part(450) decides a service discrimination factor included by the separated short message. The application protocol deciding part(460) decides the existence of the application protocol of the short message.
