PURPOSE: An apparatus for converting a format in a digital TV is provided to divide an inputted video into a plurality of certain regions and perform a vertical and horizontal format conversion to each region. CONSTITUTION: A region segmenting unit(101) segments an input video into a plurality of certain regions. A format conversion coefficient generating unit(102) generates a format conversion coefficient for converting a format according to a region divided in the region segmenting unit(101). A synchronous signal generating unit(103) generates a vertical and horizontal synchronous signal according to the region divided in the region segmenting unit(101). A write address generating unit(104) generates an address for writing a video in a memory according to the region divided in the region segmenting unit(101). A read address generating unit(105) generates an address for reading a signal stored in the memory according to the region divided in the region segmenting unit(101). A format converting unit(106) performs a format conversion according to the vertical and horizontal synchronous signal generated in the synchronous signal generating unit(103).
