PURPOSE: An institution for providing an internet address additional information service and a method for deciding an internet address package by regions, a method for obtaining region information by internet address packages are provided to decide local information including the relevant RIR by IP addresses and countries by analyzing with respect to a searching result of a WHOIS server providing an internet IP address registration service. CONSTITUTION: An allocated IP address is read for perceiving local information by IP addresses through a WHOIS server(s300). The IP address is classified by classes(s310). A class of the IP address is decided in accordance with the classifying(s320). If the class is an "A" class or a "B" class, a WHOIS information of an ARIN is searched and analyzes the searching result(s330). Country information is perceived with respect to the IP address of the "A" class or the "B" class by prefixes(s340). If the class is a "C" class, an internet address allocating institution(RIR) by regions is decided using the upper 8 bits out of 32 bits of the IP address(s350). The relevant RIR with respect to the IP address of "C" class in accordance with the decision by prefixes is searched(s360). A region including country information is perceived by searching the related WHOIS server in accordance with the result of searched RIR(s370). If the RIR is an ARIN, an ARIN WHOIS server is searched(s380). If the RIR is an APNIC, an APNIC WHOIS server is searched(s390). If the RIR is a RIPE, a RIPE WHOIS server is searched(s400). The searching result of the WHOIS server is analyzed by "C" class IP address units(s410). The region information is perceived by "C" class IP address units from the analysis result(s420). The perceived region information is stored in a database(s430).
