PURPOSE: The apparatus and the method for controlling voice transmission in rapid writing via a computer are provided to make an external voice conveyed correctly, by sending the voice data stored in a memory to a rapid writer by a desired speed, with storing the voice generated on the spot in the memory. CONSTITUTION: A sound card and a port are checked(S10,S20). The memories for a noise and a sound are cleared if the simultaneous input and output of the sound card are possible(S30,S40). It is checked if an external voice signal is inputted via a microphone(S50). The data of the voice signal is stored in a memory(S60). The data of the voice signal is stored in a sound memory if the volume of the voice signal is bigger than a reference value(S70-S90). The data of the voice signal is stored in a noise memory if the volume thereof is smaller than a reference value(S100). It is determined whether the length of the noise is larger than a distinctly set value(S110), and thereby the noise is compensated(S120,S130). The compensated noise is mixed with the sound, which are output to a speaker(S140).
