Heater with heating agent (27) filled, is provided between bus bars (11a,19a) coupled to supply and load. Firing section (29) generates heat by firing ignition agent (30a). Outer container has spring (39a) to press heater. Pressing of heater is prevented by retainer (45) that is melted with heat of heating agent. Heat conducting terminal (32) is arranged contacting one of bus bars and firing section.
