PURPOSE: Provided is a multilayered constitution for absorbing and excluding sound, which reduces a noise inside of a vehicle in case of being applied as an upholstery of a vehicle by supplementing with a sound excluding plate. CONSTITUTION: Soft non-woven fabrics with a low density, a hard non-woven fabric with a high density, and a fabric textile and knitting are laminated like a conventional multilayered constitution. A sound excluding plate selected among various groups such as a plastics plate of polyethylene, polypropylene, polychloroethylene, or polyethyleneterephthalate, a rubber plate, an EVA resin plate, and a pressed paper plate applied with a thermoplastic resin or a hot melt glue are selectively laminated between each layer.
